What is Nadakacheri or Atalji Janasnehi Kendra Services?

The particlular department of the Karnataka Government that takes care of the services such as Caste-Income, Living, Minorities, Agriculture and Land, Unemployment and Social Security Pension is known as Nadakacheri or Atalji Jansahi Kendra Sevices.

In September of 2006, the Nemmadi telecenter project was initiated as a crucial element to the PPP i.e Public-Private Partnership Model by the Government of Karnataka. This moved the government one more step towards its objective to provide smoother e-governance services to its rural population.

Emphasizing on the goals of responsive governance by cultivating a transparent, efficient, effective and accountable system of public service delivery in the wonderful state of Karnataka.

The performance of the Atalji Jansahi Kendra or the Nadakacheri was compromised as the Government didn’t have full control of the private entities participating in the Project so they took the project and handed it over to The Revenue Department of the State i.e Karnataka.

Objectives of Nadakacheri Services

With this endeavor, the Government’s objective is that all the revenue services and the citizen services should be conveniently available. The objective also includes that these services could be accessed digitally for efficient operation for both the parties (government actors and citizens) and to ensure a smoother experience.

With the establishment of multiple service centers at the level which in turn makes the process transparent, easy, affordable, reliable and simpler. The Government of Karnataka has managed to install around eight hundred tele-centers around the state of Karnataka for the same.

The primary goal of Nadakacheri services is to successfully help the citizens of Karnataka to avail all the benefits and welfare scheme under the departmental scope in a simpler way. The department also have created an online portal, further simplifying the whole Atalji Jansahi Kendra (Nadakacheri) service workflow.

Karnataka Nadakacheri Services – Then and Now

In the initial stages the benefits provided by the Government body of Karnataka correlated to all social security systems. These options were merely on delivered to the public on Taluka level. At that level they had to write an application on paper together with required documents and were needed to mail the same to the Taluk office if any citizen wished to attain these services provided by the Government.

These submitted documents were then manually filtered and then forwarded over to the field executives for a brief session of verification. These reports were then processed and double-checked before the manual certificates were issued and issued finally by the Tahasildar present at the Taluk Office.

This process was lengthy and heinous. All the stages of the workflow were done manually which furthermore required the beneficiary to pay multiple visits to the “sarkari daftar” to obtain the certificate which consumed time and energy on both the parties and was  deemed inefficient.

The New System of NadaKacheri

All the Nadakacheri have been assigned to ease this trade and procure electronic delivery of these citizen services namely the Caste Certificate, Income Certificates, Land Ownership Documents, Death Certificates, Birth Certificates, Agricultural Documents, and Social Security Pensions in the rural parts of the State.

With seven hundred sixty-nine centers all across Karnataka (Hobli level) marked and recorded on the date of 25/12/2012 we can clearly see the amount of effort put in by the State Government of Karnataka to facilitate the life of a regular Kannadiga citizen. On a district level, The Deputy Commissioner of the district remains the in-charge of the Kendra or offices established for Nadakacheri Project.

On the state level, the Directorate of the Atalji Janasnehi work closely with the Karnataka Revenue Department. To be more efficient towards the cause, the Commissioner Survey Settlement and the Land Records have been designated as the Director of the project. The Directorate’s responsibility happen to be:

  • to monitor,
  • to facilitate and
  • to contribute specialized in order to enforce the project effectively across the State.

Nadakacheri Software and Application Provided for it.

Developed and tested by The National Informatics Centre (NIC) the Nadakacheri is a web-based application which has been designed and implemented while keeping simplicity in their mind. This application is operated through a centralized form of architecture hosted in the State Data Center.

This piece of software facilitates a common ground or portal where the notion of a distinct front office, back office, local server or any other aspect of data replication or recurrence is close to or to none.

The data and software is continuously maintained everytime new adjustment has to be made at the State Data Center with an ease of modification. As I reflect back to the ways it is a very pleasant experience as now it can be deployed and implemented in a short span of a mere 2-3 hours. Having a Client- Oriented  server architecture.

The Nemmadi Software was developed by NIC i.e The National Informatics Centre and it has an efficient UI design for the ease of access of this app and the website is very easy to use. However, the performance had been compromised once, prompting the team to work more and pay attention to the aspects of the software as they incurred a huge amount of data loss while processing data replication.
